Issues with boilers on .16

For some reason, my boilers are now outputting water as of the .16 update. As you can imagine, supplying power is a slight issue.

I'll take a look at this.

(PS, I read that they were having an issue of a campaign boiler doing this in the base game, should have been a hint for me to check it)
