Really high GPU usage / bad Fps at High settings

Hi I have a problem (and it really ....)

I played (or I tryed to play ) Factorio 0.16.2 and I have really bad FPS (they are only at 60fps when I zoom max in. if I zoom out they get worse. (down to 19fps). It`s a new game start and I haven`t done anyting.

If I change to Win Task Manager Factorio use my GPU 99,9% (I never have seen a game before which does it)

System specs
I7- 3770K @3,5 -3,9 Ghz
16 gig ram
SSD Samsung Evo
GTX 690 (dual core card with 2x2 Gig Vram)
Win 10 pro (latest version)
