That's not a bug, assembly machine 1 can only craft stuff with up to 2 ingredients. Assembly machine 2 and 3 up to 4 ingredients.

It's because assembling machine 1 takes a max of 2 ingredients. Assembling machine 1 needs 3 different ingredients and assembling machine 2 needs 4 different ingredients, but assembling machine 3 takes only 2 so can fit in assembling machine 1.

Craftable recipes are not judged by it's complexity but by it's number of igredients needed. Although it would seem a good idea to have it sorted in some other way, it would be confusing and subjective, when this is literal and easy to go along with.
