I would expect this to pick one of the sizes listed based on GPU ability, but instead it appears to load the largest textures it finds (some of which are 16k). I only noticed this as I suffered a 20 FPS drop when exploring west on a brand new save (only my free burner miner had been placed) and seeing high GPU usage. After changing the setting to 8192 I no longer suffered an FPS drop.

Thanks for the report. I'm not seeing anything that would be described as a bug.
The setting simply lets you pick the atlas size - depending on your hardware larger or smaller is better - there's no one answer to what changing the setting will do.
