Where are blueprints stored?

I have Steam version of the game, are blueprints stored on Steam servers or on my local hard drive? If I reinstall the game on a fresh computer from Steam, will I have access to old blueprints?

The blueprint library is stored in blueprint-storage.dat, the ones you have in your inventory are part of the savegame.
(I don't use steam so i don't know if blueprint-storage.dat is synced to their cloud storage)

Unfortunately I had to find out the hard way that steam blueprint storage is not sync'ed over steam. Had to ship my laptop in for repairs, and tadaaa! Gone are all the blueprints
