[15.36] Alt-Tab doesn't work during startup with fullscreen

It's quite simple, actually, and I've experienced this problem with all the computers I've played Factorio on. I've tried this both with vanilla and modded, on both Windows and Linux platforms. When the initial loading screen is being shown the game just won't let me change focus to another window through the Alt-Tab hotkeys when fullscreen mode is on. For the rest of the game (main menu, ingame) it works just fine. No hassle.

I like to switch to another application to do stuff while games are loading, and I think not being able to switch is just a waste of my time, so I only play Factorio in windowed mode just to address this problem.
