[Twinsen] [for 0.16] [0.15.30] Changing logistics condition

Hi, not sure if this is a bug or not.

When you setup an inserter, with an restriction to fabricate 20k items in logistics system.
Then change the enable condition to 10k (while there are more then 20k items in the logistics)

The inserter is 1tick active. between the old value and the new value, So the inserter provides the machine with items (while it should not do it)

Now copy the inserter condition, to the rest of the production line. (all inserter will be active 1 move)



Expected result, inserters do nothing between old en new value.

This appears to have been fixed, probably in 0.16.16.
