The units used on accumulator buffer capacity are actually Watts per Tick and not Joules. Joules would be 60 times the value that is there.
If there is a buffer_capacity of "10kJ" the units of energy in the accumulator is 10,000 (watts) and that's watts available every tick (60 per sec) or 600kJ.
or buffer_capacity="25kJ"; is enough to power an entity with max_power = "1500kW"

Electricity is consumed in a J/s rate, not J/tick.
