[0.15.21] Rocket silo power consumption

1. While crafting rocket parts, the rocket silo tooltip shows 4MW Energy consumption. But the Electric network info only shows 250kW.

2. While launching, the rocket silo does consume the full 4MW. But this is multiplied by productivity module penalties, despite not getting any productivity benefit. In the extreme case of max productivity and speed beacons, the launch costs 72.8 MW!
