add "use" or "craft" atomic bomb to items in /permissions

We've had a lot of griefing in our servers lately from people who just handcraft atomic bombs. It would be nice to limit that in some way. Adding a new /permissions entry could do the trick.

Permissions operate on input actions. "Shoot" is the generic action to fire any weapon the player has equipped. As such, this request can't be implemented with the permissions system as it is.
