Construction bots are not benefiting from the Worker Robot Cargo size upgrade techs. They will only carry a single item even after you have researched multiple tech stages of the research.
As the tech very specificly mentions that Construction robots are supposed to benefit, meaning this is definitely a bug.

Not entirely true.
When deconstructing chests, belts, assembling machines, etc, they use stack size.
