[0.15.18-0]Coal ore stacked over cooper ore

Upon creating and playing a new world for about 40 minutes y found cooper in my coal belt, turns out there was a cooper ore patch below the coal ore patch i was mining.

Is this normal? I assumed that there could not be two ores in the same square.

It usually doesn't happen, but it can happen.
