The Bots don't deliver requested goods, even when there's plenty of source goods and there're huge amounts of idle bots.
In this case, it's the green Circuits, they aren't delivered to the blue circuits plant right top of it.

Not a bug: There are no green (electric) circuits in the logistic network because the chest you put down at the green circuit area to collect them is a requester chest, not a provider chest. If you replace it the bots will immediately come and pick them up.
