[0.15] move mod-settings.json into mod-directory

Please move the mod-settings.json into mod-directory

When using different mod-directories(commandline-option --mod-directory ), the mod-settings will be reset due to missing or other mods.
If the mod-settings.json file would be inside the mods-folder, I would be able to have different mod-settings for my different mod-collections.

I second this! I use --mod-directory a lot and this would be a big help!

This sounds like a good idea.

Also, I think that options related to DISABLED mods should NOT be deleted from the file, so if you turn a mod off, then later turn it on again the settings should remain as they were before.

I too request this change. I help admin several servers and it's a pain in the butt to try to log into each one.
