15.9 Burner Inserter Getting stuck

I have noticed an issue with burner inserters feeding boilers. If for some reason your coal belt runs out of coal that is feeding it and the inserters run out of fuel, when you fill the belt back up some of the burner inserters will restart just fine grab the coal and work again but others will stay blinking no fuel with coal right next to it till you hand feed it.
