Mod portal not downloading/working?

I'm not sure where to discuss this so I;m trying my luck here. So over the last few days I have encountered problems with the md portal. When I load up the site, it will sometimes take ages only to give me a white screen with the text "application not responding" and a little hexagon in the web browser. When it does finally load the page, then it browses as normal except for when I click download. Nothing happens, when I try to close the tab, an alert pops up that says "are you sure you want to cancel the download" but if i check my downloads in Chrome I see no addition.

What I want to know is if anyone else is experiencing this and if there is a potential fix to it?
