[0.15.6] Construction bots from roboport stopped working

It seems that construction bots in roboports no longer build things for me on my map. As shown below, there are miners and beacons available in the storage chests/passive providers, which are within range of the roboports yet the construction bots are not doing anything. They DO still deconstruct stuff for me - it's only construction that's an issue. The same is true back at my main base but I figured it would be easier to see an uncluttered view at an outpost.

Am running 0.15.6 and no mods. I did accidentally open the save with creative mod open once or twice - I forgot to disable mods and restart factorio after playing around with blueprints in creative mode. Both times, I quit without saving (I'm 99% sure) but I still sometimes get "entity removed" messages when I load up the save (as shown in second image below). What do the warnings next to your toolbelt say exactly?

Ah, did a bit more googling and found that there's a limit of 600 ghosts processed per second
