just in case, i disabled antivirus, but it doesn't help.

also checked just in case, and only one factorio.exe is running from data\temp directory

Just Had this happen to me as well, its telling me i need to reinstall the game

had same issue updating from 0.15.10 to 0.15.12 and now from 0.15.12 to 0.15.13
i even disabled antivirus just to make sure, it's not blocking game files.

game asks for administrator privileges which i allow. game is installed into C:\Program Files\Factorio
if i run other instance (zip install), which is stored on other HDD, and in user writeable folder, it has no issue updating.

I believe, there might be some problem with permissions, that prevents overwriting files in program files folders.

just for reference, it doesn't help if i run game as administrator (right click->run as administrator)

ok, after some looking around i found out, that factorio folder doesn't have same permissions as other folders in program files, for some reason it didn't inherit permissions from parent (like other did), not sure, if it was done by installer ... but after i reset folder permissions to default (eg. same as other apps in program files), update started working.

guess it's fixed for now. i will let you know, if it pops again.
