Steps to reproduce:
1. Setup a boiler & steam engines
2. Put down a miner and wait for it to stop because it can't place the ore infront of it
3. Cut the steam supply to the engine
4. Wait for the power production to stop
While all other machines should blink the red power icon indicating that the power is out, blocked miners do not.

Could be easily resolved by adding a 1KW draw while idle to the electric miners.

Mining drills don't currently have a drain value so when power is lost they still have full power. They don't have a drain value by design so when a mining outpost finishes it doesn't continue to take power.
That simply means you don't see the blinking icons when they're disconnected because they still have power when disconnected.
