The pump must be directly beside the track pointing at the wagon (for loading) or away from the wagon (for unloading). Run pipe on the other side of the pump to the oil source or destination. Make sure the pump(s) have electricity. When a train pulls up you will see a visual of an arm reaching to the top of the fluid wagon to connect, this way you know you set it up correctly.
Do you have a stockpile to load....say a couple of full storage tanks to pump from? If you are trying to put from nothing but pipe without some sort of reservoir you are only going to get what tiny amount is in the pipe and nothing more.

Here i have 2 tanks to hold petroleum gas.
Then the secondary question becomes....are you producing enough?
For really fast loading you can use something like this:

It can pump out both tanks to tanker in few seconds. The key for this to work is that pump needs to be attached directly to tank.
Middle pump in this arrangement might not be needed.
