[0.15.4] Click and drag substation doesn't power everthing

Clicking and dragging substations won't power all unpowered buildings. To test you must have other powerpoles that the substations will connect to that aren't already powering the unpowered buildings. Small and medium powerpoles work correctly so it should work for substations too. Easy to overlook since commonly the other powerpoles aren't there and substations then cover a continuous area. Big powerpoles don't have this functionality as they shouldn't since they are for spanning long distances.

Thanks for the report. It was disabled for substations but it probably makes sense to enable it as well - so it's now enabled for the next version of 0.15.
