Well, I think this is a bug...
All the flamethrowers have been revamped and manual flamethrower does more "forward" damage than before..
But when using the tank flamethrower the fire just destroys trees and does not light them on fire. This should be fixed to work similarly to the manual flame albeit with higher force.

The mechanics of the tank flamethrower are not the same as those of the handheld flamethrower,
We might look at renaming the tank flamethrower and changing the icon so the distinction is more clear,
But at this time this isn't a bug

It's not the pre 0.13 flamethrower. It's the standard flamethrower but altered to work with the logic of tank combat.
