Arithmetic combinator outputs even when without power. Seems to have a small amount of electricity, im not sure why

Working as intended. This is a feature so that when you have a working combinator setup and you lose power, your setup will not break because it looses it's internal state or internal state timings. The combinators slow down as the power goes down to the point where they freeze.
