Welcome to the madness that is Factorio. Pretty nice first base you've got there...better than my first one was.

A couple things:
You can automate the feeding of Science packs into Labs with inserters, just like many other machines (I'll leave you to the challenge of figuring out how to handle feeding all 4 types of packs to the labs).
Your steam setup, while functional, is not at all optimal. It's not displayed in game, but the Offshore pump can provide up to 60 Water/sec and each Steam engine consumes 6 Fluid/sec. So a single Offshore pump can feed up to 10 Steam engines. You can do the math to figure out how many Boilers are needed from the energy production and consumption numbers on Steam engines and Boilers respectively.
