[MODDED] Preformance Problems in Multiplayer

My friend is trying to play Factorio with me except he keeps getting these terrible framerates. He is trying to connect to my server which I am hosting through Hamachi. He's at only 4~ frames at almost all times except when we turn all our machines off, which causes his framerate to jump up to 60. Our mods are:

-Bottleneck
-Deep Quarry
-Double Furnace
-Fast Long Inserter Mod
-Flow Control
-Honk
-Launch Control
-Orbital Ion Cannon
-Power Armor MK3
-Power Armor MK4
-Pre-Fusion
-Rail Tanker
-Resource Conversions
-The Drilling Pumpjack
-Warehousing mod

If it matters, his PC specs:
CPU: Intel Core i7 4770k
Graphics Card: NVIDIA GeForce GTX 760
RAM: 12GB, PC3-12800 MB/s, DDR3-1600
