Steps to reproduce:
1) Start Factorio in windowed mode.
2) Go to Options > Other > Click on the locale button to open the locale dropdown UI.
3) Resize Factorio's window a bit.
4) See the dropdown.

Locale dropdown becomes unclamped after window resized
Another minor bug: the locale dropdown UI becomes veeeery long if it is opened while the Factorio window is resized.
Steps to reproduce:
1) Start Factorio in windowed mode.
2) Go to Options > Other > Click on the locale button to open the locale dropdown UI.
3) Resize Factorio's window a bit.
4) See the dropdown.
