[0.14.21] game.active_mods holding old values

[0.14.21] game.active_mods holding old values

game.active_mods during on_init doesn't contain mods added to an existing save.
It does contain all mods when creating new worlds however.

Example:
  • create a fresh world
  • save
  • add the attached test mod
  • load save
  • Result: ModTest is not listing itself during on_init.
