It‘s about the 4 to 4 belts balancer:
If I put the splitter before the underground belts it works as it should, but if I put it behind it, somehow the three belts don‘t get filled completely.
Am I missing something?

When you remove all the chaotic stuff that comes afterwards it works completely identical, therefore I consider this not a bug.

The chaotic stuff is a working up to 8 to 8 belt balancer. Which should be „Non-throughput-limited“ or „Universally throughput unlimited“ or however it‘s called.
You‘re right, but why should that make any difference? This first output belt is cut off, but since it‘s 3 input to 3 output that‘s normally not the problem. The second belt stutters like the destination is full, but it feeds to a splitter onto two belts. So why does it stutter? The third and forth belt aren‘t filled completely. Also not working as intended!
Edit: mirroring it to the 4to4 balancer above produces the same weird behaviour.
