Hello,
I'm trying to add bots to my network up to a certain amount.
I connected the inserter to the roboport, did nothing with the circuit connection settings, then connected the inserter to the logistics network,
made my settings, but it doesn't work.
There's about 45 bots in my network, the inserter should add new bots with these settings as far as I can tell.
What am I doing wrong?

You also need to setup the roboport correctly to read Robot Statistics, see this image for an example:

Yeah, the roboports differentiate between bots just sitting in containers, and bots actually loaded into the roboports and available for action. What your picture is referencing is just the former.

I would recommend to use the X signal and insert if log. robots smaller then 10 which means your orders can't be fulfilled sufficiently.

For big bot setups I take the roboport, calculate 5% of my total bots and subtract it from a setup to remember the lowest number of available robots. Plug this signal into an inserter ([Robot] < 0)
Basically this means if my available robots ever drop below 5%, this system will ensure that the number of bots grows appropriately, up to 5% at a time.
