10 steam engines produce 510kw*10 = 5100kw while 17 radars cost 300kw*17 = 5100kw yet they can‘t fully power them.
Same with solar, 1 radar 300kw cannot be fully powered by 5 solar collectors 5* 60kw = 300kw

I suspect the power bleed might be responsible. Every structure that uses power looses power constantly. I think, so when you disconnect it, you can see it's internal power buffer drain away in around a second. You can also see it when you have not enough power, and idle machines show a full bar, but yellow, indicating they don't have 100% power.

10 steam engines at 100% load produce enough power but they don't run at 100% load - if you look at the water you can see it's not exactly 100c and as such the steam engines run at around 98-99% load resulting in just under the maximum output.
This is due to the fluid flow mechanics and isn't something we're looking at changing anytime soon.
