add a way to save and restore new game settings

Add a button to save new game settings, and another button to restore settings on the new game screen. At a minimum, allow for saving/restoring 1 set of settings, but ideally allow for defining profiles.

This is useful under many situations:
1) when playing with the same settings on many new games (which I do). Ie. I have all ores at default, all biter settings at max, and a slightly larger starting area.
2) useful when mods add more settings for new games that you want to tweak (eg. more ores). The more settings, the more of a pain to set them every time. And realizing you forgot one part way through a game is a huge pain
3) when testing mods you are making this would save time if these settings matter for your mods
4) changing the mods that are enabled and disabled forces a restart and you have to reset your new game settings again (this is especially annoying for mods that do things on map creation, as you can't just save the game and then load it with the new mods).
