Steam - you can buy keys and gift.
Better forum search for modders: Enclose your search term in quotes, eg. "font_color" or "custom-input" - it prevents the forum search from splitting on hypens and underscores, resulting in much more accurate results.

If you buy keys on our site, he can give them away anonymously
If you wanted to buy keys in bulk, you can email to support[at]factorio.com and can arrange for a bulk purchase (no discount)
