[0.14.9] mod state not correctly updated

[mexmer]

i tried to install new mod from mod portal (using ingame manager), it didn't show progress or success, and when progress window disapeared, it did show error communicating with mod portal (and no mods were listed).
after i did hit refresh, i got list of mods, and all installed mods were green, except newly downloaded one. but when i did hit "install" again, i got error, that mod is already installed.
