i've noticed this happening a lot when placing blue prints for turrets with a belt feeding Fuel blocks and ammunition moved by burning inserters.
When you have a belt, which is one side filled with fuel blocks, and the other side ammunition, a burner inserter will insert the fuel blocks into itself, but sometimes picks up more then it can drop in itself, effectivly hovering its arm overitself with a fuel block but it can't place it in its inventory.
the turret will not get ammo since the inserter is to busy trying to fuel itself.
expected problem:
* the inserter picks up a stack bigger then its inventory.
suggested sollution
* make it be able to put a full stack in its inventory, but only toggle the self fueling < 2 items

Hiya,
Figured out why it gets stuck.
I tried to recreate it in my game, and its looks like its holding the fuel block onto itself and cannot insert it into its inventory, giving me the idea it already had fuel but in fact it had no fuel at all.
when i saw it move i noticed it picked up a ammunition first then fuel block.
it didn't had enough initial fuel to finish a 2nd move.
Not sure if its a bug anymore, its annoying though when placing them.
maybe reserve the last bit of power only for fuel items?
Its not that hard to recreate still want that save? can be easily made.

edit: Experimental 0.14 but i've seen it in 0.13 aswell

Can not reproduce, I think the only way for this to happen is, if you provide ammunition before fuel.
Ill file this as not a bug until someone can show that the inserter takes non fuel first while fuel is provided and gets stuck.

Seems logical
This happens for me when i place a blueprint with a row of turrets.
if in a line 10 inserters grab fuel first from a belt the 10th is prone to see ammunition before fuel.

This also becomes annoying when some belts are destroyed and coal or ammo don't come for a few time : after repair I need to check every single inserter to be sure that they all have coal. It happens quite often.
