How do beacons affect power usage exactly.
For example, I have a beacon with speed modules in it, affecting 1 assembler.
Does the power usage of the beacon increase? Does the power usage of the assembler increase? Or do both increase?
Same for eff modules, but the other way around. Which power usages decrease?

The power usage of a beacon is constant. It always uses the same amount power whenever a module is placed in it. One or two modules, mixed module types, 1 assembly machine affected or 8, power usage is always the same.
Assembly machines affected by a beacon will use more power (speed and productivity) or less (effectivity).

Just to clarify this:
A beacon utilises its own power drain on the system, regardless of whether the item(s) is is boosting are active or not
Each affected item additionally receives 50% of the effects of every module in each beacon that is affecting it.
As an example, I have a row of furnaces, each of which is within the area of effect of 6 beacons. The furnaces have 2 x EM3s slotted, each beacon has 2 x SM3s. The furnaces each receive the full benefit of the EM3s plus (6 x 0.5 x 2) SM3 effects, which boost speed, pollution production and power drain accordingly (ie the equivalent of 6 x SM3s per furnace)

So far I haven't found a use for eff modules in beacons; except in a modded game with super-high-consumption buildings.
