Looking for Help with a total-conversion mod

Hello,

I'm new here. I want to create a mod with Factorio, but have no clue about modding. Just a tad bit of basic knowledge of the most basic functions. (IF-THEN, OR, AND etc.) Let's just say that I came in contact with programming before, but never actually went through with it.

I need help with a project, which is supposed to be a complete rework for textures, sprites, projectiles and partially game-mechanics, setting the game into a more medieval/steampunk kind of environment, largely deviating from the vanilla-experience, but still staying logistics-heavy. That means I need people who are able to do the graphics and the actual implementation of the code.

Now my question is:
Would it be possible legally to create a mod like that for Factorio and fund the project with donations, or would that bear some licencing issues? In which case I'd rather try the same in UE4 or Unity. The good thing about Factorio is that most of the code that is needed, is already there.
