Is it allowed to use Factorio graphics in mods?
It seems that many mods have taken Factorio's graphics and just changed colors or some minor things. Is it allowed in license terms or do they have (or should they have) some kind of permission from devs?

It's somewhat common practice, especially when just tweaking existing items from the base game.
Better forum search for modders: Enclose your search term in quotes, eg. "font_color" or "custom-input" - it prevents the forum search from splitting on hypens and underscores, resulting in much more accurate results.
