[13.19]Mod updater doesn't show 0.13 update

If you are running 0.13.19 with an outdated 0.13 mod it doesn't show an available update if that mod also has a 0.14 version

For example:
outdated 0.13 mod: https://mods.factorio.com/api/downloads ... _1.0.0.zip

Installing this on a 0.13.19 client and then using "Check for updates" in the mod screen doesn't show the available update.
Deleting the mod and then installing it via the mod browser installs the latest version for 0.13.
