[0.13.15] Assembling machine speed not used in time estimate

Not sure if this is a bug or a suggestion.
An Assembling machine 1 has a production speed of 0.5, meaning half as fast as normal.
However the building menu of the Assembling machine doesn't say that it will take 1 second to make an iron gear wheel.

Well in my understanding 1 would also be wrong.

Without an assembler one gear wheel needs 0.5 ticks.
Assembler one needs 0.5 ticks of this time.

So i would guess that a gear wheel needs 0.25 ticks.

The displayed time is wrong so it is probably a bug but i read from it anywhere before so it can be a duplicate.

The recipe tooltips are that - tooltips for the recipe. They aren't tooltips for the assembling machine.
