[0.13.13] Burner inserters are not refuling themselves

I have burner inserters have a belt of coal in front of them but some aren't refuelling themselves. When I pick up and replace them they work perfectly. This is an intermittent issue.

This is not enough to show an actual bug, since you are using a red belt it could have been that the fuel did not stack up in the past and the inserter were trying to grab some but could not and therefore ran out of fuel.
Until you can show that they do not take fuel right from the start I will file this as NaB.

I thought that burner inserters were meant to be self fuleing so since the belt has backed up should they not self fule again?

they are self-refueling, the items are just moving too fast for them to pick them up

They start with a bit of energy, just enough to grab some fuel when placed, but once they run out of it completely (that is the sign that you see in your gif) they need to be refueled once manually.
