MacOS - Steam and Standalone launch behind foreground app

When launching from Steam or when reloading the app due to settings/mod changes, the app reloads behind another app. In the case of launching from Steam, it loads behind Steam. In the case of the stand-alone binary being re-launched while in front, the game will load behind whatever application was immediately behind Factorio when re-launched.

Launching the stand-alone binary for the first time opens properly in the foreground.

Occurred in 0.12.x and 0.13.x. Currently have 0.13.13 (build 23721) installed.

Obviously a minor issue.

Steam Steps:
1. launch Steam
2. Click Play button for Factorio
3. App opens behind Steam

Standalone Steps:
1. Launch Factorio
2. Toggle or install a Mod
3. App relaunches behind the app that was originally behind Factorio
