[0.13.12] Chemical Plants Won't Take Items

I have a couple of chemical plants that are refusing to take items from inserters after they stop crafting because of a material shortage.

On the screenshot, I don't see inserter that would take batteries out of the plant. That would mean, the plant stops crafting because its output is not unloaded.

It does indeed work fine once you add an output...
