[0.13.09] Waterpump in dry areas

i wanted to fill up all the water but keep my Waterpumps in this little pool of water they had to use



I miss a check here if the player is able to edit the Landscape on this spot

At the moment we don't consider this a bug, so just be careful about mining it or you might not be able to put it back down
