Windows 8
Factorio versions 0.13.8 and 0.13.9 (Upgraded to .9 after experiencing bug in .8) using Mods.

Inventory contains 45 Blue Circuits. Power Armor Recipe detects 30 Blue Circuits.

The only thing I think I remember, that could be related to this, is that I grabbed several of the Blue Circuits from the inventory of an Assembler Machine producing Speed Module 2 or 3s.

I resolved the bug by getting rid of the Blue Circuits I had in my inventory and getting new ones.

The SaveGame is from the 0.13.8 version so you can see it there and in .9 also. There is a crash when I exit the game, not sure if related...

Because you do not have the necessary amounts of modules and need to craft them by hand using PU as well.
