Launch with Mods disabled

Have an option to launch Factorio with all Mods disabled.

With 0.13 bringing the Mod portal and some mods crashing on startup, I feel it may be a good idea to have the option to launch with all mods disabled, so you can remove the Mod without needing to find the Mods folder or pin down the exact cause with conflicting Mods.
