should this be considered a bug?

i recently updated from 0.12.30 to 0.13 and restarted new hope level 2. (looks like i glitched my wagons full of ore)
upon reaching task of resource gathering (2500 piercing rounds and so on) i found that i cannot progress further. Why? Well

...and i have zero idea why this happened, whether my fault or a bug, can anybody tell me, please?
