Combinators require power to work however they still output the signal even if the power dies.
The electricity provided bar goes into red but never disappears completely.
Not much more to say, simple to replicate. If the power dies it should stop outputting a signal.

Combinators always did that, but when they don't have power they no longer change their output based on the input.
