Rapid inserter timeout

The rapid inserter has a problem, it can wait forever for another item. I think that maybe adding a timeout is a good idea.
What the timeout will do is that the inserter will wait x time, lets say 10 seconds and if the item doesnt arrive in 10 seconds, the inserter will put everything in it's hand to the box/chest/what ever is behind it.

Besides that I don't like to discuss things about a game, that cannot be played yet, this is about balancing and so moving it.
