New Player - FPS/Stuttering Issues

Thanks for taking the time to give me a hand. I've tried a bunch of things from the forums/google with no success.

Specs: (Razer Blade Pro 2014 Laptop)
Core i7-4702HQ 3.2 GHz
GeForce GTX 870M
16 GB DDR3L RAM
512 GB SSD
Windows 10

In short: A small window will allow the game to run at 60fps. As I begin to increase that window size nearing full screen FPS begins to drop to ~50, at full screen (windowed) it stays around 45, and at regular full screen it stays around 44-45.

Things I have tried:
NVidia program settings>Program Settings>High-performance NVIDIA Processor
Running as Administrator
Vsync On/Off (In game and in NVIDIA Control Panel
Set max threads from 4 to 8 to account for virtual cores

CPU/GPU usage is never close to max.

Edit: I rolled back my NVIDIA Driver to 361.91 and it works beautifully now. Maybe this can help someone else!
