Inserters not working on chemical plant?

I tried to automate making batteries but I can't make the inserters insert more sulfur in the other chemical plant that's making sulfuric acid. It only fills it to 1 sulfur when it needs 5, am I doing it wrong? I'm new to the game. I will post a screen-shot if needed.

As soon as you connect the sulfuric acid chemical plant to water it should start

Your chemical plant is already full of sulfuric acid, pipe it into a battery assembler.
